Cairo, at the height of the Arab Spring. Hotel night manager Jonathan Pine receives a desperate plea for help from a guest. Before he can fully grasp the consequences, he is drawn into the dangerous world of Richard Roper — businessman, arms dealer, and one of the most dangerous men on earth.
In present-day Switzerland, the paths of Pine and Roper cross again. Pine is approached by British intelligence officer Angela Burr, who persuades him to seek revenge on Roper by infiltrating his organization.
On Mallorca, Roper’s calm and luxurious life is shaken by an unexpected incident. Meanwhile, Pine has crossed the line into criminal activity, and in London Burr and Steadman meet with MI6.
Pine is recuperating at Roper’s villa and risks exposure when he breaks into Roper’s study, uncovering alarming documents about Roper’s next deal. At the same time, Burr and Steadman seize an unexpected opportunity to obtain new intelligence.
Roper allows Pine into his inner circle while leaving Corky on the outside. When Burr discovers there may be a leak at headquarters, she fears for the safety of her undercover operative.
After Burr judges the operation too dangerous, Pine takes matters into his own hands. Roper begins to suspect betrayal and gathers his people at a private military base to identify the traitor.
With the weapons already in transit, Pine is forced to take a series of dangerous risks to protect his cover and expose Roper. In London, Burr and Steadman face growing resistance from within Whitehall.
As Roper moves to finalize the arms deal with his buyers, he closes in on the traitor. Pine and Burr must fight not only to save the operation, but for their own lives.

On the run, Pine becomes Matthew Ellis and infiltrates Teddy dos Santos’s Colombian operation to expose a secret shipment.
Pine gains Teddy’s trust and secretly finds the proof he needs to connect the Cartagena shipment to covert British intelligence interests. But then things start to go wrong.
Pine has the proof he needs to expose the British-backed coup in Colombia, but Teddy no longer trusts Ellis, and a new enemy is closing in.
Pine is exposed and has nowhere to run. He strikes a deal with the devil and secretly works on Teddy to dismantle the Colombia operation from within.
Pine works with Teddy to bring down the Colombia coup from the inside. But the enemy has found a new ally of his own. It's winner takes all.
