1947 год. Капитан милиции Александр Ратников расследует серию убийств в Ленинграде. След приводит к технологу местного рыбхоза Павлу Ведерникову. Выясняется, что на самом деле технолог Ведерников — это бывший заместитель начальника нацистского концлагеря для детей «Грачи» по имени Гюнтер Зейлер. Умело выдавая себя за советского гражданина, Зейлер охотится за принадлежавшей его семье коллекцией предметов искусства, пропавшей в годы войны. Преступник готов идти по трупам, лишь бы получить желаемое и уйти за кордон. Ратников намерен поймать Зейлер любой ценой: этот нацист — единственная зацепка в истории дочери капитана, пропавшей в годы войны.
